Minutes of Planning Committee Meeting
Monday 5th March 2012, 7:30pm, Frant Memorial Hall

Present: Councillors Crookshank (Chairman), Argue, Harris, Mrs Howell, Mrs Myers, Rockingham, Rowland & Wright
Also present: Sarah Codling (Clerk), 2 members of the public.

1. TO RECEIVE APOLOGIES AND REASONS FOR ABSENCE
Apologies were received from Councillors Mrs Best, Hall and Rutherford.

2. DECLARATIONS OF INTERESTS
Cllr Mrs Myers declared a personal interest in application WD/2012/0178/LB.

3. PUBLIC FORUM
The applicants of planning application WD/2012/0083/F advised that they are diversifying their business by offering holiday lets. They currently have one shepherd hut and wish to increase the business by purchasing another. The application is retrospective for the initial hut and current for the second.
Owing to the nature of the business, the applicants do not wish to have any more than 2 shepherd huts on the site as one of the attractions for tourists is the exclusivity.
The shepherd huts are mobile but will not be moved. They are not sited on a hardstanding. The new hut will be of the same specification as the original hut, detailed in the application.
The business has been advertised mainly through public relations with adverts appearing in The Times, The Telegraph and Red magazine.
Last year saw 70% occupancy in the summer and 40% for the whole year. So far, there is 60% occupancy booked for 2012. The applicants are fully booked to September 2012.

4. TO CONSIDER LICENCE AND PLANNING APPLICATIONS RECEIVED AND MAKE RECOMMENDATIONS.
The following applications were received and comments made:
• WD/2012/0083/F – Manor Farm Stud, Bells Yew Green Road, Frant TN3 9BH
Retention of existing shepherd’s hut and proposed stationing of 1 no. additional shepherd’s hut for holiday accommodation.
The Parish Council have no objection. However, we would like to see a Section 106 agreement tying the land and shepherd huts to the main dwelling. The Parish Council also asks whether the application is tied to the land or the owner as there is concern that the ethos of the business would change if it is sold.
As the Parish Council have concern that the business is not expanded to a caravan site, we would promote a temporary grant for 3 years to ensure the application suitability is maintained.
• WD/2012/0178/LB – Flat 1, Shernfold Park, Frant, TN3 9DL
Knock out opening in existing supporting wall to form open plan space; fit requisite padstones and RSJs; make good and decorate as per existing walls.
The Parish Council have no objection. However, there are concerns that demolishing an 1853 wall could compromise the whole building. We would refer to the listed building engineers for advice.

5. TO NOTE APPLICATIONS GRANTED, REFUSED AND WITHDRAWN BY DISTRICT COUNCIL
None.

6. ANY OTHER BUSINESS
• Advertising for the Annual Parish Meeting is expected to go up on Wednesday 7 March 2012.
• There has been good feedback in the Parish regarding Wealdlink.
