 Minutes of Planning Committee Meeting

Monday 5th December 2011, 7:30pm, Frant Memorial Hall

Present:  Councillors Crookshank (Chairman), Argue, Mrs Best, Harris, Mrs Myers, Rockingham, Rowland, Rutherford and Wright

1.            TO RECEIVE APOLOGIES AND REASONS FOR ABSENCE

Apologies were received from Councillors Hall and Mrs Howell.

2.            DECLARATIONS OF INTERESTS

None.

3.            PUBLIC FORUM

None.

6.            TO REVIEW BUDGET FOR 2012/13

Councillors agreed that the Council should hold 6 months precept in reserve.  This money should be held in a high interest account.  The level of reserve is to be reviewed annually.

It was agreed that the precept should remain at the same rate as 2011/12.

7.            TO REVIEW PARISH PLAN

The Parish Plan has been updated to include a ‘completed’ column.  See Appendix A.

The reviewed plan is to be sent to all relevant parties.  The plan is to be reproduced with new priorities, stating targets for the year.  This will then be presented at the Annual Parish Meeting.

4.            TO CONSIDER LICENCE AND PLANNING APPLICATIONS RECEIVED AND MAKE RECOMMENDATIONS.

The following applications were received and comments made:

  • WD/2011/2413/F – Tangier Farm, Tangier Lane, Tunbridge Wells, TN3 9HE

Proposed porch and semi-basement Gymnasium below sun room (as approved under WD/2077/0308/F).

The Council support this application.

  • WD/2011/2493/F – Adjoining 38 Warren Ridge, Frant TN3 9EE

New dwelling (one bedroom)

The Parish Council objects to this application for the following reasons:

  • Frant is an Area of Outstanding Natural Beauty and this would constitute over development.
  • The building is too close to the boundary.
    • There are already significant problems with cars turning and parking in Warren Ridge which would be exacerbated by this development.
  • WD/2011/2619/F – Tunbridge Wells Borderers Sports Club, St Marks Recreation Ground, Frant Road, Tunbridge Wells TN2 5LS

Renewal of planning permission for container for sports items (WD/2009/2249/F and WD/2007/2530/FE)

The Council support this application.

5.            TO NOTE APPLICATIONS GRANTED, REFUSED AND WITHDRAWN BY DISTRICT COUNCIL

The following instructions were noted:

  • WD/2011/2149/F – Baker Construction, Bayham Road, Bells Yew Green, Frant, TN3 9AT – Alterations to planning application WD/2006/1292/F
  • WD/2011/2250/F – Park View, Ely Grange, Frant TN3 9DY – Lining of the sections of existing rendered face work to the exterior of the building with tiles matching the existing tile hung area
  • TM/2011/0301/TPO – Garden Cottage, Ely Grange, Church Lane, Frant TN3 9DY – Cut back branches of one pine tree within tree preservation order (Frant) No 35, 1990
  • WD/2011/2180/F – Barelands Farm, Bells Yew Green, Nr. Tunbridge Wells, TN3 9BD – Installation of mage PV solar panels onto south roof of an existing barn.

Cllr Rockingham attended the ESCC conference regarding broadband.  This is to be reviewed at the next Full Council meeting.
