THE MINUTES OF FRANT PARISH COUNCIL PLANNING MEETING HELD AT FRANT MEMORIAL HALL ON TUESDAY 24TH AUGUST 2010 AT 7.30 PM

Present: Councillors Crookshank (Chairman), Mrs Best, Hall, Harris, Mrs Myers and Wright.

1.            TO RECEIVE APOLOGIES AND REASON FOR ABSENCE

Apologies received from Cllrs Mrs Howell and Gray and District Cllr. Padfield.

2.            DECLARATIONS OF INTEREST

4.            TO RATIFY RECOMMENDATIONS FOR THE FOLLOWING APPLICATIONS:

WD/2010/1643/FA Melfort Farm, Wadhurst Road – removal/variation of conditions 3 & 5 attached to WD/89/4231.

 It was resolved to ratify the following recommendation:

 The comments in the Planning Statement are noted and clearly this substantial property does not fall within the definition of an agricultural workers dwelling. No objection to the application subject to a suitable condition to control the use of the residential accommodation above the garage.

WD/2010/1600/PO Melfort Farm, Wadhurst Road – modification of Section 52 Legal Agreement.

It was resolved to ratify the following recommendation:

 The comments in the Planning Statement are noted and clearly this substantial property does not fall within the definition of an agricultural workers dwelling. No objection to the application subject to a suitable condition to control the use of the residential accommodation above the garage.

WD/2010/1662/FE Court Lodge Barn, Bells Yew Green – conversion of disused barn to form a single holiday let.

It was resolved to ratify the following recommendation:

 No objection to an extension of time for the proposal approved under application WD/2005/1222/F.

 5.            TO MAKE RECOMMENDATIONS ON PLANNING APPLICATIONS RECEIVED

WD/2009/2620/F Combehurst, Wadhurst Road, Frant – two store side extension (as granted under WD/2006/3013/F).

It was resolved to respond as follows:

This application is supported as it is considered to be in keeping with the existing dwelling.

WD/2010/1565/F & 1566/LB Pococksgate Farm, Mayfield Road, Frant – repairs to farmhouse and barn; construct link between buildings; change of use of barn to domestic.

It was resolved to respond as follows:

We support the change of use for the barn to residential as a way of preserving this important structure. The repairs to the barn and farmhouse are also supported. We are unable to comment on the proposed link between the two buildings as plans were not provided.

WD/2010/1781/F Bay Tree House, Shernfold Park – parch/hall extension with WC and minor alterations to windows.

It was resolved to respond as follows:

The extension and alterations are supported as they are considered to be in keeping with the property.

WD/2937/CC Glebe Land, Frant – electric substation for new school.

It was resolved to respond as follows:

No objection.

6.            TO NOTE DECISIONS FROM WEALDEN DISTRICT COUNCIL

The following application has been approved:

WD/2010/0511/F – change of use to childrens’ nursery at 1-3 Eridge Yard, Eridge Road.

The following application has been refused:

WD/2010/1015/F – extension at Cobwebs, The Platt, Down Lane, Frant.

Other planning matters

Comment that the plant nursery near the border with Tunbridge Wells is encroaching on to the pavement with displays of fruit and vegetables. There are concerns about parked cars and traffic issues on this busy road.
