THE MINUTES OF FRANT PARISH COUNCIL MEETING HELD AT ERIDGE PARISH HALL

ON WEDNESDAY 21ST APRIL 2010 AT 7.30 PM

Present: Councillors Crookshank (Chairman), Mrs Best, Gray, Hall, Harris, Mrs Myers, Rowland and Wright.

Also in attendance: PCSO Roberts and one member of the public.

1.            TO RECEIVE APOLOGIES AND REASON FOR ABSENCE

Apology received from Cllr. Mrs Howell.

2.            DECLARATIONS OF INTERESTS

None.

3.            TO APPROVE THE MINUTES OF THE MEETING HELD 17.03.10 AND PLANNING 29.03.10 AS TRUE   RECORDS

Resolved to approve the Minutes of the meetings held 17.03.10 and 29.03.10 as true records.

4.            TO DETERMINE MATTERS ARISING FROM THE PREVIOUS MINUTES FOR UPDATING

AND NOTING

None.

5.            OPEN FORUM

Enquiry regarding how to report pot holes to the county council.

Members complained about the standard of repairs to pot holes; reference was made to the higher quality repairs undertaken in France.

6.            POLICE REPORT

Report of a house burglary at Sleeches Cross and a break-in to a garage at Frant Hill. Parking continues to be an issue on the B2169 outside Broomfield and there have been reports of damage to some vehicles.

At a recent Neighbourhood Panel meeting the main issues discussed were speeding on A267 through the centre of Frant and commuter parking outside Broomfield. Cllrs. Crookshank and Harris are to meet Michael Higgs of ESCC 30.04 to discuss plans for traffic calming and management.

Report of a new Police initiative ‘Operation Time’ which is aimed at reducing anti-social behaviour involving young people.

7.            TO RECEIVE THE COUNTY COUNCILLOR’S REPORT

8.            TO RECEIVE THE DISTRICT COUNCILLOR’S REPORT

None.

9.            HIGHWAYS, TRANSPORT AND LIGHTING ISSUES

9.1          To receive update on enquiries for water pipes at Frant Green

South East Water has supplied a water infrastructure map of Frant. There are three water mains fittings near the subsidence on the green and the water authority is to be asked to check the installation.

9.2          To consider replacement of Mercury lamps in street lights

Notification that high pressure Mercury lamps will be banned from 2015 due to efficiency requirements; there are 5 Mercury lamps in the parish. A replacement compact fluorescent lamp/wiring alterations would be approximately £45 per unit; a replacement lantern is £250.

One member considered that the output of the suggested replacement lamp would be approximately half as powerful as the existing lamp; further enquiries to be made.

10.          PLANNING –

10.1        To make recommendations on planning applications received

WD/2010/0558/F Unit K, The Brewery Business Centre, Bells Yew Green – reversion of 2 individual units; external cladding under windows, new window to side elevation and change of use from B8 to B1.

Resolved to make the following recommendation:

Frant Parish Council supports this application for alterations to the building and also the change of use to B1 which is considered an appropriate use classification for this site.

Approval notices from Wealden District Council:

WD/2010/0281/F Sunnybrook, The Green, Frant – single storey infill extension.

WD/2010/0158/F Nobles Gate Yard, Bells Yew Green – mains underground services.

Other planning matters

The Appeal for Barelands has been dismissed.

An application has been submitted to fell two horse chestnut trees at Manorside by the cricket green due to damage to the trees and the adjacent fencing. Whilst there was no objection to felling the trees, it was considered that the offer to replant other trees should be accepted. It was considered that the planting of one tree on the green near the house would be appropriate; Tree Warden Cllr. Mrs Myers to liaise with WDC.

11.          TO RECEIVE REPORT ON ALLOTMENTS AND CONSIDER IMPROVEMENTS

Report of a meeting held with Tony Cameron, the site manager for the new school, to discuss the possibility of fencing the allotments and to use some excess soil to create a bank to screen the area. It is planned to hold a meeting with the allotments holders to discuss the condition of the site and to reinforce the regulations for tenants.

Comments were made regarding the poor condition of the football club hut. It was recognised that the whole area will become more visible once the new school has been completed.

12.          TO REVIEW STANDING ORDERS

Standing Orders were reviewed and noted.

13.          FINANCE

13.1        To approve End of Year Accounts 2009/10

Resolved to approve the End of Year Accounts 2009/10.

13.2        To approve accounts payable

Resolved to approve accounts for payment as listed in Appendix A.

14.          TO CONSIDER STRATEGY GROUPS REQUIRED FOR PROGRESSING ACTIONS FROM THE PARISH PLAN

A few volunteers have come forward to help progress the actions identified in the Parish Plan. Members to consider if there are other residents who could be approached to help.

15.          CORRESPONDENCE FOR NOTING

Correspondence was reviewed and noted.

16.          URGENT ISSUES AT THE DISCRETION OF THE CHAIRMAN FOR NOTING OR INCLUSION ON FUTURE            AGENDA

The launch of Wealden Walks will take place on Saturday 24.04.10 at Frant.

Richard Hewes has resigned as a ward councillor for Bells Yew Green due to ill health; he has been a member for over 15 years and his commitment to the council was acknowledged.
