Minutes of Planning Committee Meeting
Monday 19 August 2013, 7:30pm, Frant Memorial Hall

Present: Councillors Crookshank (Chairman), Argue, Mrs Best, Hall, Harris, Mrs Howell, Rowland, Rutherford and Wright.
Also present: Sarah Codling (Clerk)
1. To receive apologies and reasons for absence.
Apologies were received from Councillors Mrs Kinley and Mrs Myers.

4. To consider licence and planning applications received and make recommendations.
The following applications were received and comments made:
• WD/2013/1588/PDN – Eridge Park Farm Shop, Bunny Lane, Near Eridge, TN3 9JR
Proposed change of use from agricultural and horticultural use to farm products and butchers shop and warehouse
The Parish Council strongly object to the proposed change of use to the building as this will greatly further change the character of the area.
This building was originally built as a farm shop in a high profile site in an Area of Outstanding Natural Beauty. To allow this building, or part of building, to be used as a warehouse is contrary, in our views, to planning legislation.
We do not understand why the Parish Council has not been consulted, again, as it is a dramatic change of use and we do not understand why a full planning application is not required for this significant building.
The original application was granted as it was for agricultural use only. We are concerned that the building is within the 15km zone of the Ashdown Forest which is a European Directive.
We would request an explanation for what has been done to date, reasons for the original approval and evidence that the build complied with the granted application as the Parish Council have not seen confirmation of this.
• WD/2013/1649/F – Brook Farm, Bayham Road, Tunbridge Wells TN3 9BP
Two storey extension to existing dwelling
The Parish Council object to this current application as we are concerned regarding the size and scale in an Area of Outstanding Natural Beauty. We also feel the proposed extension to be out of character with the buildings in this area, in particular the scale of the sun room. We feel this could be developed more sympathetically.
• WD/2013/1548/FA – Stubbygrove Works, Bells Yew Green, Frant TN3 9BT
Removal of condition 3 of WD/2009/2029F (new garage building for storage of racing cars) to allow the building to be used for B1 (business)
No objection.
• WD/2013/1485/F – 2 Yew Tree Cottages, Frant Road, Tunbridge Wells TN3 9HB
Proposed new single-storey split-level extension to the rear of the existing house, to form a new sun room and kitchen extension (amendment to WD/2013/0043/F).
No objection, subject to Conservation Officer consent.
• WD/2013/1486/LB – 2 Yew Tree Cottages, Frant Road, Tunbridge Wells TN3 9HB
Proposed new single-storey split-level extension to the rear of the existing house, to form a new sun room and kitchen extension .
No objection, subject to Conservation Officer consent.

5. To note applications granted, refused and withdrawn by District Council.
• WD/2013/1270/F – Land at Fairview Lane, Broadwater Forest, Tunbridge Wells TN3 9LU – Construction of additional building (building 4) and aviary shelters – Approved

6. Any other business.
• The quote of £1,070+VAT to repair the Bells Yew Green village gateway features was approved.
• Cllr Mrs Howell has been approached by some residents enquiring about the increased air traffic noise. Councillors believe that there is increased volume during the Summer months due to change of flight paths. This matter is to be monitored.
