THE MINUTES OF A MEETING OF FRANT PARISH COUNCIL HELD AT BELLS YEW GREEN VILLAGE HALL ON WEDNESDAY 16TH JUNE 2010 AT 7.30 PM
Present: Councillors Crookshank (Chairman), Mrs Best, Gray, Mrs Howell, Rowland and Wright.
Also in attendance: County Cllr. Tidy.
1. TO RECEIVE APOLOGIES AND REASON FOR ABSENCE
Apologies received from Cllrs. Hall, Harris and Mrs Myers; reasons noted and accepted.
2. DECLARATIONS OF INTERESTS
3. TO APPROVE THE MINUTES OF THE MEETING HELD 19.05.10 AND PLANNING 7.06.10 AS TRUE RECORDS
Resolved to approve the Minutes of the meetings held 19.05 and 7.06.
4. TO DETERMINE MATTERS ARISING FROM THE PREVIOUS MINUTES FOR UPDATING AND NOTING
Traffic issues associated with new school – response awaited to letter written requesting a site meeting.

7. TO RECEIVE THE COUNTY COUNCILLOR’S REPORT
Chairman welcomed Cllr. Tidy back following illness.
The new school at Frant is on schedule for completion by the end of the year. The roof will be installed by 18.06. The building will be 237% above the minimum requirement for insulation.
As part of central government’s priority to address the deficit, East Sussex County Council must reduce expenditure by £8m by 31.03.11; main areas for cuts being Children’s Services and Transport & Environment.
It is expected that a £3m reduction in expenditure will be required over the next 3 years.
Community Safety had been awarded a £9m LAA grant and half the funds have been received; the remaining funds will not now be paid which will impact many community projects and services in the county.
Benefits from the change of government include the increase in local targeting and the abolition of many central inspection functions.
8. TO RECEIVE THE DISTRICT COUNCILLOR’S REPORT
Wealden District Council had anticipated cuts in government funding and included this within budget calculations and the transformation programme.
The South East Plan is to be disbanded with the decision on the number of new houses reverting to local housing authorities. The district council has deferred any action until the proposals have been formalised through Parliament.
The funeral has been held for Niki Oakes, District Cllr. for Heathfield North & Central since 1997.
Wealden District Council is holding a photographic competition with the theme of a ‘favourite view of Wealden’.
There has been a successful prosecution for fly-tipping in the district.
Cllr. John Padfield has taken over the planning role for Frant Parish; he will be the liaison with officers and can call in planning applications for consideration by the planning committee.
9. HIGHWAYS, TRANSPORT AND LIGHTING ISSUES
9.1 To receive progress report on the traffic calming/management proposal for Bells Yew Green
Safety audits on the proposed scheme for traffic calming and management are being undertaken; this will be followed by a public consultation.
9.2 To consider replacement of Mercury lamps in street lights
Mercury lamps will be phased out by 2015 as a government requirement for energy efficiency. Five street lights are affected in the parish – four have 80W lamps and one has 125W. Resolved to replace one 80W lamp as a trial to see if the suggested replacement is suitable.
10. PLANNING –
10.1 To make recommendations on planning applications received
11. TO CONSIDER STRATEGY GROUPS REQUIRED FOR PROGRESSING ACTIONS FROM THE PARISH PLAN
As there were a number of cllrs. absent from the meeting it was agreed to defer the discussion on progressing actions form the Parish Plan to the next meeting.
12. FRANT GREEN – TO CONSIDER ANY REMEDIAL WORK FOR AREAS OF SUBSIDENCE/EROSION
Site meeting held to review areas of subsidence/erosion. The area in front of the subsidence is very soft and may be due to a weakness in the soil strata aggravated by the water run off from the road. Agreed to fill in the hole with soil and plant grass seed.
The erosion of the steep bank by Tollgate/Mastingate is due to car parking associated with the school. No action is required as traffic and parking requirements will alter when the new school is in operation.
A resident who had undertaken tree work on Frant Green has been advised to contact the parish council in future.
The worn steps opposite the shop and the play equipment have been replaced.
13. TO RECEIVE UPDATE ON NEW WEBSITE
The new website has been completed and is in the process of being transferred to the live environment. Cllr. Mrs Best and Clerk have had some initial training on how to maintain the site.
14.1 To review report from Internal Auditor
Report from Internal Auditor was reviewed and noted; Section 4 of the Annual Return has been completed ad signed. Final papers will now be prepared for submission to the External Auditor.
14.2 To approve accounts payable
Resolved to approve accounts for payment as listed in Appendix A.
15. CORRESPONDENCE FOR NOTING
Correspondence was reviewed and noted.
16. URGENT ISSUES AT THE DISCRETION OF THE CHAIRMAN FOR NOTING OR INCLUSION ON FUTURE AGENDA
Cllrs. were reminded that the bi-monthly newsletter is to be completed in turn on a ward basis.
Negotiations continue with the contractor for the new school regarding a community project for improvements to the allotments.
