THE MINUTES OF FRANT PARISH COUNCIL PLANNING MEETING
HELD AT FRANT MEMORIAL HALL ON MONDAY 29 OCTOBER 2007 AT 19:30

Present: Councillors Crookshank (Chairman), Gray, Hall, Hewes, Mrs Howell, Mrs Myers and Rowland.
There were no members of the public in attendance.

1.             TO RECEIVE APOLOGIES AND REASON FOR ABSENCE
Apology received from Cllrs. Harris and Mrs Scarborough; reasons noted and accepted.

2.             DECLARATIONS OF INTEREST
Cllr. Gray declared a personal interest in application WD/2007/3036/F as he lives close to the site.

3.             OPEN FORUM
None.

4.             TO MAKE RECOMMENDATIONS ABOUT PLANNING APPLICATIONS RECEIVED
It was resolved to respond to the planning applications as follows:
WD/2007/2697/F Nobles Gate Farmhouse, Bells Yew Green – demolition of existing garage and replacement with new garage
No objection.

WD/2007/3036/F Land at Tyburn Buildings, Ely Grange, Frant – extension of area to be reprofiled using excess soil from adjacent construction under WD/04/3250/F with laying of tennis court with approved residential curtilage.
No objection to tennis court subject to a condition prohibiting external lighting in view of the very prominent position of this site.

WD/2007/2646/F Inchbroom, Frant – erection of a small scale domestic wind generator
Strongly object to this application for the following reasons:

• Visibly intrusive at the top of a ridge and would spoil one of the outstanding views in Frant.
• Inappropriate in an Area of Outstanding Natural Beauty.
• The proposed siting is in agricultural land and too close to a public footpath.
• Any possible environmental savings would be eradicated with the construction, transportation and installation of the turbine.

The description of ‘small’ is questioned as at 18 metres high plus the width of the blades, it would dominate everything in the surrounding area.

6.             To receive report from District Councillor
Planning application for six dwellings at the Baker Construction site, Bells Yew Green was approved at the Development Control North Sub-Committee.

Members expressed concern at the over development at Bells Yew Green.
